The Housing Delivery Project Manager post is a new role at Brighton and Hove City Council. So, you will be able to shape this role and have an impact. You will be based in the Planning Service reporting to the Head of Planning. The main purpose of the role is to lead on developing and implementing a programme of actions to unblock stalled development sites. Measures might include market interventions and accessing government funds.You will need to be a self-starter, have extensive knowledge of the development industry and market; landownership and land values; and some knowledge of local government. Being a creative thinker is important in this role; along with being an influencer with collaboration. You will need to work effectively across multidisciplinary teams in the council; and to identify priorities, solutions and deliver the programme.
About the role
This exciting new role at the city council will be based in the Planning Service and will help to deliver housing and regeneration in the city. This will involve unlocking stalled development sites and facilitating regeneration. Brighton and Hove has a number of strategic sites that we want to see come forward for development. The challenge is that sites are either slow to come forward post-permission; or regeneration areas are blocked due to a number of factors.
We expect you to help to identify what’s holding up development on these key sites and propose and agree actions to remedy the delays. Work will include preparing a programme of projects and actions that you will help to coordinate and implement. In doing this you will also need to work proactively on sites with landowners, developers, public sector partners and with a multidisciplinary council team. So, some stakeholder engagement experience will be important.
You will need extensive knowledge of the development market and the development industry; and have some working knowledge of planning. Project management will also be a key skill needed along with some experience of securing government funding will be valuable in this role.
To be successful in this role we will expect you to be a self-starter with excellent communication and influencing skills. That you will be able to work collaboratively working across teams and sectors. Creative thinking and problem solving will also be needed in this role.

The post is for a fixed term contract for a year due to one off funding being agreed, however, the role can be filled on either a full or part time basis. Success of the role could lead to an extension of the contract (subject to further funding). Although you will be reporting to the Head of Planning, you will be encouraged to work across teams in the city council. There will also be an opportunity to be involved in other projects in the city, such as direct housing delivery and one public estate.

Your starting salary will be pro rata if the above position is less than 37 hours or term-time only.
