Reporting to the A&H System Manager, EMEA region, this role will be responsible for managing and supporting the delivery of development & enhancement change requests within A&H Europe IT function using the SAFe agile methodology to which Chubb is working towards. The role is based in Crawley with travel to London and possibly to European regional offices.
The A&H IT team works directly with the business to provide regional solutions in conjunction with the core systems team in Philadelphia. Although there are no direct line management responsibilities within this role, the incumbent is responsible for task management of several Business Analysts and an offshore development team. The incumbent is expected to build a level of systems subject matter expertise and should have the ability to apply this knowledge to support the business analysts & development team to drive out the right solution for the business. The incumbent will have to work collaboratively with energy and enthusiasm to ensure the rapid turnaround of the small change requests.
The delivery capability is provided via an outsourced model, engaging both offshore and onshore resource. The incumbent will be expected to manage and ensure the production delivery of up to 30 change requests per month (50-60 in progress at any one time) with varying levels of functional and technical scope and scale. Such projects may seek to realise both strategic and operational benefits.
The incumbent will oversee the management of each request through Chubb’s Change Delivery Framework covering the entire project lifecycle, leveraging the business analysis team to drive the requests through business analysis into design build and test and then onto acceptance testing & implementation. Applicants must have demonstrable systems/technical expertise as well as an applicable working knowledge of rapid change delivery processes which can be applied day to day.
The remit of the role encompasses project prioritisation (in association with business stakeholders), project initiation, capture and communication of requirements, vendor engagement, work & cost estimation, project planning, execution, quality assurance of delivery against requirements, together with tracking of milestones and budget.
The key responsibilities for this role are :
Delivery of change requests from the business prioritised queue for the A&H Europe development team (BA’s & Developers)
Ensuring requirements are clearly articulated by change owner, documented by Business Analysts, changes to scope managed via Change Control and that specifications are approved by business stakeholder
Ensuring developments are managed to appropriate delivery frameworks and project management standards
Ensuring Change Management tracking application is kept up to date with latest status
Ensuring adequate controls & documentation in Chubb document and code repositories will satisfy SOX, Audit & PMO reviews
Identify opportunities for improvements to the processes & procedures adopted that will result in increased productivity, timely delivery & quality
Move delivery towards a SAFe agile methodology and ensuring that the benefits of this approach can be measured and justified to the business
Manage regular reviews of the backlog for the A&H US development team
Ensure that priorities are clearly understood and that target delivery dates are provided and communicated to stakeholders
Work with the business to agree the priorities of the workloads being undertaken by the A&H Development team.
Strive to reduce the volatility of the change in priorities, thus reducing the volume of on-hold and withdrawn requests
Allocation & regular status reviews of workloads for Business Analysts and Developers (via Provider Development lead) to ensure zero spare capacity
Manage the Annual development & maintenance budgets, c$2m per annum and the associated Clarity Financial Plans and escalate variances where appropriate
Deliver accurate status reports containing development progress, upcoming milestones, changes to milestones, issues, risks & financial status, on a regular & ad-hoc basis as required

Undertake the role of SME for A&H applications providing advice and guidance to BA’s, Developers & the business as required

Knowledge & Experience:
Formal PM qualification desirable, in the absence of this enthusiasm for project management with demonstrable working and theoretical knowledge
Good knowledge of MS Project, Excel, PowerPoint and Word required
Good knowledge of enterprise portfolio management tool Clarity is preferred
Good knowledge of PCI DSS, GDPR and Agile
Significant technical expertise
Experience of the financial services sector, preferably general insurance
Experience of working with outsourcing providers with an on/offshore model
Working knowledge of formal project management methodologies
Good soft skills and ability to impart technical knowledge
