The Forties Pipeline System (FPS) is 100% INEOS owned and predominantly serves the central area of the North Sea. FPS has a nominal capacity in excess of one million barrels per day.
FPS transports crude oil and Natural Gas Liquids (NGLs) from ovr 50 offshore fields (including the St Fergus terminal) to the Kinneil terminal in Grangemouth. The crude and NGL products are stabilised at Kinneil where the majority of the stabilised crude oil is then sent to the Dalmeny and Hound Point (DHP) terminal for tanker export.
Associated gas is also processed at Kinneil into dry gas (exported to the Grangemouth Refinery) and propane plus butane which is sent for LPG export.
Reporting to the Plant Manager the post holder will deliver a technical training strategy that allows training and formal competence assessment of the operating technician population to meet both current and future legislative and business requirements. They will also train other personnel in asset operating activities to support delivery in their core role. The post holder has accountability for identifying priority areas for attention, defining a long term strategy to address these areas and then driving the required change through the organisation.
Define, develop and deliver a training strategy for all Operations personnel (technicians, supervisors and engineers) that supports the sanctioned Asset long term plan. This includes delivering a step change in SHE leadership and performance through the organisation.
Formally assess (legislative requirement) the competence of all operating technicians and deliver training activities to ensure compliance with Site and Asset standards.
Define and implement robust plans to continually improve technician competence that yields increased understanding of plant processes and associated operating activities.
Implement, manage and ensure compliance with a competency assessment system to meet regulatory requirements.
Provide feedback to shift and day supervisors on individual technician competence assessment results and agree action plans to close competence gaps.
Ensure that all appropriate safety critical training is delivered including communication and training resulting from lessons learned from local and related industry incidents.
Define training budget requirements in alignment with agreed strategy. Prioritise training activities to the agreed budget and maximum benefit to the business.
Define, design and deliver training materials to support any changes to asset operating activities (e.g. plant modifications, projects, TAR’s, organisational change).
Requirement to employ operating expertise in projects, plant upsets and major overhauls. Provide cover and support as these major business events dictate.
Manage relationships with external organisations and networks to ensure knowledge of best practice is maintained and fit for purpose training delivery
Support Apprentices and Graduates on their chosen career path
Qualifications and Technical Experience
General education attainment equivalent to HNC level or relevant experience.
Proven experience in the petrochemical processing industry with a high level of operating knowledge of the area.
Held shift supervisory and/or senior panel technician role.
Advanced people skills with proven ability to drive change and performance improvement in a large and diverse population.
Excellent communication skills with ability to strongly influence at all levels of the organisation.
Detailed knowledge of operating organisation roles and responsibilities and resultant work activities, policies and procedures.
Knowledge of fundamental processes of plant operations.
Expertise in operation of DCS/ESD and advanced control systems.
Working knowledge of learning management system and processes, competency and document management systems
Experience in assessing competence and verify the work of assessors
Knowledge of the SQA processes and procedures with a focus on apprentices
A recognised qualification in assessment would be expected and a verifier qualification would be preferable
