What you will do:
To develop, monitor and ensure delivery of TWSE’s pre-development programme for all sites that are in pre-development stages, working closely in conjunction with the PMIP Project Manager to ensure all milestone dates that are critical for site start are achieved.
Ensure all pre-commencement health and safety obligations across the development are met, ensuring all prestart Health & Safety Plans are fully developed prior to start on site in accordance with TW policy and are maintained throughout the project, including ensuring all external subcontractors are aware of their obligations and that their risk assessments and method statements are received, vetted and approved before works commence.
Ensure environmental risks are identified and managed appropriately throughout the pre-commencement activities in accordance with TW policy and ensure that the Site Management Team are given a clear briefing and handover before they take over the development.
Bring together the input of other business functions such as Technical, Commercial and Customer Service, providing support and visibility of all functional milestones during pre-commencement stages of the development, ensuring effective communication and cross-team monitoring of progress against milestones, and any arising risks to delivery.
Monitoring the installation of infrastructure drainage and road construction to both required Local Authority standards and to programme, where a Groundworker is to be Principal Contractor; and coordinating a combined services meeting and arrange for the installation of the first sections of water, gas and electric mains to follow on from the road construction and ensure that the Site Management Team are given a clear briefing and handover before they take over development.
What you will have:
Professional qualification in development, construction or a related field (or equivalent work experience and a clear plan for achieving the necessary qualifications).
Proven track record at senior level in the construction industry, with experience gained in working with developers, contractors and/or other related partners.
Strong understanding of residential infrastructure drainage and road construction, with a proven track record of delivering high profile, complex construction projects to time, cost, and quality standards.
Proven track record of managing a range of stakeholder relationships including local authorities, landowners, developers, contractors, internal department teams.
An in-depth knowledge of the construction process and construction methods, knowledge of current UK construction laws, legislation, and regulations, standards and procedures.
It is essential that you can programme, plan, hold meetings and communicate well, keeping all members of the Project Team and BUMT informed at all times.

As the Pre-Development Project Manager you will be responsible for the project management of TWSE’s pre-development programmes, ensuring that developments are handed over to the Production Manager and Team in time and in line with the Project Milestone Tracker, including day-to-day planning, programming, supervision, direction and monitoring of all pre-commencement activities including, but not limited to, ecology mitigation, archaeology, disconnection and diversion of existing services, demolition, contamination remediation, pre-commencement planning conditions, construction and environmental management plans, local community engagement.
