As the Phase 2a Client Director you will lead the development and delivery of Phase 2a during the period leading up to appointment and commencement of the Design Delivery Partner (DDP). Where appropriate, the role will align with wider Phase 2 works (for example, ground investigation and utilities works) as a whole, ensuring consistency within the phase and also aligned with HS2 initiatives. In line with the HS2 DDP operating model, lead and manage performance of the directorate and DDP to deliver the integrated design, engineering, planning and construction of Phase 2a. This role will also work with the Phase 2a Hybrid Bill Delivery Director in achieving Royal Assent as required and handover to the Phase 2a delivery team. This role will lead the work in preparing Phase 2a for development of the early works packages and progression of Employers Requirements Design; supporting the procurement and establishment of advance construction works; and implementing the procurement strategy leading to the safe delivery of Phase 2a in accordance with company policies and procedures to achieve the outcomes specified by the DfT in the Development Agreement.
About the role:
Lead on all aspects of work associated with the delivery of the proposed section of the HS2 route, providing strategic and professional guidance to the Contracts Managers, Project Managers, Engineers and other relevant managers and colleagues as required.
Provide accurate, timely reports to the Directorate on matters relating to the performance of the project against all requirements, highlighting any areas of concern and how these are being managed.
Deliver Cost Baselines and there associated schedule as required to enable a robust funding envelope to be set. To include supporting and progressing the control points between Baseline 2 and commencement of the DDP.
Develop and maintain effective partnering culture within the project team and the procured early works contractors to ensure collaborative effort is applied across all aspects of the project and other internal HS2 Directorates.
Liaise with key stakeholders, project teams, contractors, the hybrid Bill directorate and the DfT (as client), ensuring the delivery of a high-quality scheme within the agreed timescales. There will be a requirement to engage with key external stakeholders, such as local authorities, Highways England, utility providers and National Rail.
Provide advice and expertise on critical issues regarding the project to ensure its successful completion within the agreed funding envelope and schedule.
Set targets, objectives and clear responsibilities for all employees, progressively monitor individual performance against the agreed criteria and conduct formal reviews of performance in keeping within HS2’s performance standards.
Where appropriate, act as the Client’s Representative under the CDM Regulations 2015 and ensure Health and Safety legislation and HS2 Health and Safety procedures are adhered to.
Control and monitor each project/contract and prioritise suitable time to each project/contract activity. Ensure contract programmes are available, accurate and that key dates are met.
Monitor and review quality both internally and externally. Inspire a culture of enquiry and challenge; e.g. design information being correct and available in a timely manner, ways of working to optimise delivery and reduce cost.
Develop, implement and support the procurement strategy/category management plan for the procurement of activities required for the scheme spanning (but not limited to) geotechnical investigation, early works, advance civils works, DDPetc. Ensure timely procurement and contract award of all elements within the agreed category management plan.
Review and monitor supply chain and contractors’ performance and take immediate steps to communicate issues throughout the course of the project.
Evaluate construction schedules and plans to ensure good practice is identified, discussed and implemented.
Instigate and maintain a governance and change management process in accordance with HS2 governance policies and procedures.
Develop and assure the engineering design, schedule and subsequent implementation and construction work required to support and deliver the scheme.
